The Government of Uzbekistan has received a credit from the International Development Association (IDA) in the amount of SDR 15.9 million and a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 20 million for the benefit of the Bukhara and Samarkand Vodokanals (BSVKs) toward the cost of the Bukhara and Samarkand Water Supply Project, and it intends to apply part of the credit and loan proceeds to payments under the contract for consultancy services.

The consulting firm would provide support to Vodokanals and the project in the following areas:

(a) Financial management and financial planning, including tariff calculations.
(b) Preparation of the Public Service Contract, defining obligations and responsibilities of the Vodokanals and municipalities.
(c) Commercial area management, including billing system maintenance and update, customer service.
(d) Technical and engineering skills, including operation and maintenance, investment planning, design, information system, mechanical/electric management of water supply system, leakages repair and demand management, water quality monitoring, procurement/preparation of technical documents, human resources development and project management.
(e) Construction supervision and training Vodokanals staff in the construction supervision international practice.
(f) In addition the Consulting firm would provide to the Vodokanals and PCU all necessary support needed in completion of the project in the timely manner, including:
  • Assistance with financial management and reporting to the World Bank.
  • Assistance with all procurement activities within the project.

This request for EOI is to announce the bidding of service contract which will be procured through Quality and Cost-based Selection (QCBS) procedures which are specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999) and are open to all bidders from eligible countries, as defined in the World Bank’s.

The interested applicants have to comply with the following minimum qualification requirements:

·  The consultant should be financial or civil engineering advisory firm with experience in the Central Asia in institutional strengthening of local enterprises, in particular in areas of financial management and billing systems. Preferably, the consultant should have successful experience of institutional strengthening of enterprises in Uzbekistan within IFI funded projects.

The Project Coordination Unit now invites eligible applicants to indicate their interest in providing above services. Interested eligible applicants must provide information indicating that they are qualified to perform the services (brochures, brief description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CVs describing the relevant qualifications and experience of key personnel, etc.). Applicants may associate each other to enhance their qualifications.

Interested consultants may obtain further information at the Project Coordination Unit in Tashkent at the address below from 0900 to 1800 hours (local time).

Bosnia and Herzegovina has received a credit from the International Development Association (IDA) toward the cost of the Urban Infrastructure and Service Delivery Project, and it intends to apply part of the credit proceeds to payments under the contract for procurement of raw water process and monitoring equipment for the "Novoselija 2" Water Treatment Plant (Contract No. BANJALUKA- ICB- 11-G-06-3954 BOS)

The "Vodovod" a.d. Banja Luka now invites sealed bids from eligible and qualified bidders for procurement of raw water process and monitoring equipment for the "Novoselija 2" Water Treatment Plant. The delivery period is 12 October - 12 December 2007 (previously "two months").

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits May 2004, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

Interested eligible bidders may obtain further information from ”Vodovod” a.d. Banja Luka, Attn: Mrs. Gordana Glogovac (vodovod@blic.net) and inspect the Bidding Documents at the address below, from 0900 to 1400 hours (CET).

Qualifications requirements include:

(a) Financial Capability. The bidder shall furnish documentary evidence that it meets the following financial requirements:

(i) The Bidder must send authorized documents of annual business that is audited financial statements of the company for last five years, the average of which cannot be less than Euro 750,000.

(b) Experience and Technical Capacity. The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirements:

(i) The bidder must have been established and in the business of producing or selling similar type of the above mentioned goods for five years prior to the deadline for submission of bids.
(ii) The bidder must submit in its bid documentary evidences and references for previously successfully completed at least two similar contracts (for supply of similar equipment including ozone generator and dosing, chemical dosing equipment, potable water treatment process control equipment, pipes, valves, mixers, pumps, etc.) at the amount of not less than the amount of its quoted price for the current biding) in the last five years.

(c) The bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

·  Filled list of requirements for the raw water process and monitoring equipment including the following data: name of equipment, type of equipment, catalogue number of equipment, name of the applied standard, values of technical performances of equipment subject to bid, data on the applied materials and type of the protection against corrosion used, operating voltage, operating temperature and like as per technical specifications of the bid.

·  Certificates issued by an authorized standardization institute for all the equipment subject to bid in order to prove that the mentioned standards were applied.

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee BAM 300 or EUR 150. The method of payment will be transfer on bank accounts mentioned below. The Bidding Documents will be sent by courier

All bids must be accompanied by a bid security of BAM 13,000 or an equivalent amount in a freely convertible currency.
